Federal XM193 5.56 NATO Ammo

I have a case of Federal XM193 5.56 NATO Ammo and thought that it contained a steel penetrator. However, I held a magnet to it this morning and it didn't stick. As one of the ranges I shoot at doesn't allow rounds containing any steel I want to know if this round is supposed to contain steel?

Can anyone give me a guide to which 5.56 NATO rounds (not .223) contain steel and which don't?

M855= 62gr with mild steel penetrator.
