FFL recieving and out of state firearm

Hi, if an FFL holder receives an firearm from someone out of state, should he do a 4473 to transfer it to the in-state resident that bought it?
 
+1 but to carry a bit further. The receiving FFL has to log in their record books the various pertinent info IE whom they received the firearm from, the make, model, caliber, serial number etc.

When they pass the firearm along to the actual purchaser, they have to have the 4473 showing the disposition of that firearm. This clears their books.

This is a permanent record should inquiring minds want to know anything about the weapon

With the exception of returning a firearm received for repair, a dealer is REQUIRED to have the customer complete a 4473/NICS for every transfer of a firearm.
 
I've had an FFL tell me upon receipt of a gun I bought and paid for out of state, that since he logged it in his bound book, it was now a sale to me and I would have to pay the sales tax on it.

Needless to say, I was less than thrilled. Thankfully, he's been the only one who pulled that crap on me, and will never get the chance to do it again. Or make another dime off of me.

Depending on what state you are in he may be correct.
Washington has dealers collect sales tax on any firearm shipped into the state.
