Finger print cards....

I thinking of filling out a Form 1 to SBR a rifle of mine. Im familiar with the process as I already have Form 1'd an ar15 for my SBR. I also have a Form 4 suppressor.

When I did my F1 and F4 in the past I had my fingerprint cards done in duplicate at the local PD and the address of the PD was written on the cards for submital to ATF.

My issue is this. I am currently residing in (deployed to) the U.S. Territory of Guam on military orders which makes me a resident here until I return back to the states in a couple months. My plan is to fill out the Form 1 here. Mail it back to my wife in the states so she can get the county prosecuting attourney's signature on it (he does our CLEO sign offs) and she can mail it back to me. I then will put the package together and mail it to the NFA Branch so that when I get home I should have a stamp waiting in my stack of mail.

My question is can my fingerprint cards be done by the Guam local PD like in the states. Or what about the Military Police Department here on base? They said they can do them but will they fly with the feds? All of my paperwork will have my home address on it and the item will be registered in my home state as usual, just looking to outsource fingerprint cards.

As long as the fingerprint cards are the proper format I dont see why it would be a problem....hell, the ATF already has FOUR sets of my fingerprint cards on file anyway, I shouldnt even have to send another set as far as I reckon.....

Good reason to buy them on a trust. No fingerprint cards, photos, or LEO sign off.

Can I set up a trust while Im deployed to another country (state technically)....?
Id be interested in going that route.

I don't think being "deployed" changes your legal residency, you still get to vote absentee in the local elections where your wife lives, correct?

But different states have different rules for trusts, and I'm no lawyer. But getting my trust setup in Texas was very easy. Have your wife inquire with a local attorney would probably be the best idea.

Anyone can do your fingerprints. You can actually even do them yourself, although most folks recommend against it. Your MP shack can do them and they will likely be clear enough to fly. That is the bigger issue...clarity. If the Feebs can't make them out, they kick them back to NFA branch and you go to the end of the line.

Don't forget to use the ATF's overprint cards. Any other address on them and the NFA branch won't get a response. End of the line again.

If I recall, prints have to be done by a certified tech and signed off by him. I may be wrong here, it's been a few years since I did cards. Trust is much easier.

Im just going to have the base security shack do me 4 sets. My local gun shop back in the states provides the correct cards with the right address already on them for free, Im having them mailed out here.

You can also request a set of cards directly from the ATF through their website. I think they'll send you up to ten or so.

I've got lousy fingerprints and when I had to resubmit them for my F4 I sent in five new sets by three different sources (LEO, two shops) along with my originals that were returned. Supplying them with six copies of equally lousy prints along with an explanatory cover letter worked just fine for me.
