I thinking of filling out a Form 1 to SBR a rifle of mine. Im familiar with the process as I already have Form 1'd an ar15 for my SBR. I also have a Form 4 suppressor.
When I did my F1 and F4 in the past I had my fingerprint cards done in duplicate at the local PD and the address of the PD was written on the cards for submital to ATF.
My issue is this. I am currently residing in (deployed to) the U.S. Territory of Guam on military orders which makes me a resident here until I return back to the states in a couple months. My plan is to fill out the Form 1 here. Mail it back to my wife in the states so she can get the county prosecuting attourney's signature on it (he does our CLEO sign offs) and she can mail it back to me. I then will put the package together and mail it to the NFA Branch so that when I get home I should have a stamp waiting in my stack of mail.
My question is can my fingerprint cards be done by the Guam local PD like in the states. Or what about the Military Police Department here on base? They said they can do them but will they fly with the feds? All of my paperwork will have my home address on it and the item will be registered in my home state as usual, just looking to outsource fingerprint cards.
As long as the fingerprint cards are the proper format I dont see why it would be a problem....hell, the ATF already has FOUR sets of my fingerprint cards on file anyway, I shouldnt even have to send another set as far as I reckon.....
