Fire formed cases wont chamber

Ok I checked the mouths of all cases and I have 2 different Federal brass. One is from the Federal Premium Vital Shock and the other is the cheaper Power Shock. 90% of the Vital Shock brass will allow a bullet to slide in by hand and the Power Shock brass about 90% wont go in unless forced in. It doesnt take that much pressure to put them in but my hands cant grip the bullet.

But the Power Shock necks are open enough to where I would have to resize because once I force a bullet in it, it wouldnt take much to move the bullet in or out the case.

Im thinkiing of buying some Norma or Lapua brass. How does Remington brass stack up vs Federal? I could get buy alot of it. Nosler is expensive but i dont know if its good,
 
I have noticed that when ejecting fired cases from a bolt gun there is a spot on the case mouth where it hits the chamber/receiver and flattens it a bit. But still not enough to not get a bullet in the fired case. Are you sure you are not "scared" to push the bullet like you were the bolt of the rifle?? ;)
 
To 243winxb: I think you misread or at least parsed out the salient question. I don't disagree with neck tension as a requirement for reloading, I question the "measurement" of neck tension. HOW are you going to measure it? Force? Interference fit? What are the acceptable tolerances? Upper Limit/Lower Limit?

By way of example, in December, I disassembled some .30-338 that I loaded in 1990. One round would NOT give me back my Partition. All the rest gave them back grudgingly. Could not use the inertia puller and had to use a collet puller. It took a goodly amount of force in my RockChucker to remove the bullets. None showed any visible tarnishing or corrosion of the brass or copper. So neck tension is assumed to be "high". Yesterday I disassembled a few 9mm. It only took a medium tap with the inertia puller to get the bullet back. Neck tension is assumed to be "low". How would you quantify the 2 ranges? I can't.
