Forward pistol grips on pistols, is the atf wrong?

My fault then for poor wording. What I meant was a lower that started life as a rifle cannot be turned into a pistol without an NFA tax stamp.

re: the AR pistol I did say "then later rebuild it into a rifle" which is the current interpretation.
