"Ghost" Gun?

I have a question I'd like to put to the membership here. Keep in mind this is NOT intended to be political but informational:
I have heard the term "ghost gun" bandied around in the media. Just exactly what is supposed to be a ghost gun?
The term makes no sense at all to me. I suspect it falls into a catagory like "assault weapon" that is, made up to "sound" evil but not really having a particular legitimate meaning.
But I would appreciate it if someone could shine some light on this for me....
 
"Ghost gun" An 80% AR lower receiver finished by end user and having no serial number. Also, a 3d printed lower receiver having no serial number. ATF considers the lower receiver to be the "gun".

Yes, you're quite right, it is a nonsensical term made up by an ignorant California Legislator, Kevin DeLeon, hoping to get lots of attention from the news media. Like 'assault rifle' or 'assault clip' or 'Saturday Night Special' or any of those other made up terms to help frighten ignorant voters into thinking a new anti-gun law should be passed to protect us from this evil menace.

DeLeon blurred together the concepts of gun owners building AR15s at home from partially finished receivers that don't require registration or serial numbers and the fantasy that 3D printers can create guns undetectable by X-Ray or metal detectors.

I guess either one of these could be a 'ghost gun.'

I'm glad that the term only refers to ARs. I'd be embarrassed to admit how many AKs I've bent from flats...
