You're right the prices have been creeping up. 10/22s were under $200 at Walmart a year or so ago. I need to check what they are now. Mod. 60s were at $150.

I found a new 10/22 on one of the broker sites a few minutes ago for $210.

If it were me, and one item, I'd go with the rifle. Enable her to get to the range. It would be sad if we lost a new shooter just because she never made it to the store. She'll pick her own, better rifle, in time -- any of us struggle for reasons to buy a new gun??

Imagine you're a kid who reeally wants a skateboard, and your grandma gives you a helmet. Lame, but thanks grandma. Basic ear and eye protection is dirt cheap, and she can bring a surplus wool blanket/quilt or something to put over the bench and protect the gun. Most real ranges (i.e. not a gravel pit) have sandbags or better to borrow. And honestly I've never met a woman with a shortage of bags to put stuff in.

The only downside of the .22 is that ammo seems in short supply these days. That's temporary though.
 
Just checked. Walmart here has 10/22s in stock for $234. Pretty good deal.

Best alternative is Marlin Mod. 60. Usually about $150 but out of stock here at thr moment so can't verify.
 
a couple pair of good safety glasses (Clear, Dark, Extra Dark)

You can buy one set that has interchangeable lenses. Branded by just about everyone, they are inexpensive and do the job.

If you have to pay for range time, a gift cert for some of that would be a nice added goody
 
I agree with the rifle idea, get her something that will last, you can get a savage or marlin in the $150 range and both are nice rifles. I have. Savage 64 I paid $136 for at fleet farm and it's great
 
Didn't read ANY responses (yes I'm a lazy SOB let's move on), but the rifle is something a person keeps a lot longer in most cases. I wouldn't consider anything but a 10/22 for a new shooter, all my friends male and female do better with them than any other rifle I own with open sights plus you can buy, like, PINK stuff for 'em.
 
The 10/22 is a good & modest priced option in a .22 rifle. I'd also get her a brick of ammo for it. That's gonna cost ya today.

A question to ask yourself is "Where is she gonna find ammo and how much will it cost her ?" I don't know about your area of the state, but its extremely rare when I find .22LR ammo in a local store. You pretty much have to luck out and walk through the door right at the time they unload it, because it'll be gone in minutes. (This happened when I walked in a store yesterday, missing the .22LR they had during the 10 minutes it remained on the shelves.) And most gun, sporting, and big box stores in our area never get it in. I'd imagine this would be frustrating for a new shooter with a new rifle.
Of course, if cost isn't something needed to be considered - and paying $60 or more for a brick off the web is o.k. - maybe none of this matters in this case.
Something to consider after she's had her .22 and shot it for awhile is an air rifle. No, its not the same as a powder burner. But, at least you can find projectiles for them and its not outrageously expensive to shoot. I had BB guns as a kid, but stopped shooting them after getting my own .22 rifle at around 11 years old. I've taken up air rifles recently because of the ammo shortage situation and the convenience of being able to shoot in my own back yard. I regularly shoot various targets out past 100 yards with the air rifle. (Its a big back yard.) The main limitation with the air rifle is we often get heavy winds. But that would be a factor with a .22LR rifle also.

Range bags are nice to have. Not really needed for a .22 rifle though. If she had eye/ear protection, she's good to go. The ammo can fit in a jacket pocket.
