I am not sure if all county's in all states have a Surplus Section but these bags make the best range bags. You only have to pull and roll the bag to your shooting site at your local range, if you are like me and have a slight walking handicap, these bags are the best for range bags and they hold a lot of range gear. You can also modify them for your own use. Check them out and see if you county has a Surplus Site Section:

2) https://www.publicsurplus.com/sms/solanocounty,ca/auction/view?auc=3496369

Solano Surplus Site is :https://www.publicsurplus.com/sms/solanocounty,ca

They used to ship items but I am not sure they ship anymore, you probably have to contact them and see it they will ship!! GOOD LUCK!!

Have to register for those links to work.
No need to register as "Buyer must ... pick-up items from County of Solano within 10 business days of the auction's end ... Auction pick up is by APPOINTMENT ONLY - NO WALK INS! ... Appointments must be made 24 hours in advance. To schedule, contact us through Public Surplus or via email at [email protected] or call 707-784-1428."

So unless you live around San Francisco/Sacramento/Stockton/Santa Rosa area, you will be driving a bit to Solano County Surplus - https://www.google.com/maps/dir//So...667!2m2!1d-122.1062923!2d38.2314794?entry=ttu

I used to work out of Santa Rosa district office for a few years and while Solano County Surplus is half a day's drive (Through some beautiful scenic coastal 101 highway), I could go for Dim Sum in Frisco and do some shopping ... Ahhhh, yummy memories.

Wish we could ‘see’ what the bags you were talking about look like, as none of those links work or if they do … yes, you do need to register first it to even see what is going to be auctioned off …

These bags are not for auction anymore but they are rolling breif cases. Really just wanted to show what a county surplus sale is like. Go to the Public Auction site, the last site down and you should be able to see what they have for auction.

I've been eyeballing them rolling hard cases at Harbor Freight. I'm not sure what it is but I just know I could do 'something' with one of them. ;)
