Looks like more than just a barrel, looks like a barreled action. Technically that (if I’m right) is a firearm in and of itself subject to all rules and regulations of transfer.

Define "The barrel is bored to 308". A 30-06 round and a .308 round use the same diameter bullet, which is .308" in diameter. Hopefully the barrel is rifled. The receiver could possibly be sleeved and re-bored to fit a .308 round but a chamber cast would eliminate the guess work.

Barrel looks to be polished and blued....I own a few 03a3 from that vintage and all the barrels are parkerized, with the finish just as they came off the lathe.
Pictures of the receiver & bolt? Back story on the "rifle"

The barrel is, in fact, a 1903A3 barrel made by Remington in 1944. It appears to be installed on a Swiss K31(?) receiver. The barrel looks like it has been shortened at the breech end and may be chambered in .308. More and better photos of the receiver would help in identifying the assembly.

My stepfather was a gunsmith we lost him last year to cancer. This was in the closet along. Also have a bayonette for a Mosin nagant. Also a made in the 200 year of American liberty super black hawk 44mag revolver. Would like to sell the barrel to anyone interested what is a good price for something like this
