How to neuter an AR-15?

AFAIK...
CA = "bullet button" magazine lock + 10 round magazine is legal
NY = "bullet button" magazine lock + 10 round magazine is illegal


Also...
Large capacity magazines/ammunition feeding devices...
CA = burden of proof to determine when you possessed a 11+ round magazine is on the state/gov.
NY = burden of proof to determine when you possessed a 11+ round magazine is on the possessor.

I don't know about NY but in Massachusetts, where we also still have an AWB, an AR with "banned" features may still be owned or purchased if it was in Massachusetts pre-ban.
My 1977 (pre-ban) SP1 is fully legal as configured (I also have legal 30rd. mags):

If this is also true in NY, perhaps you could sell the AR you have now and buy an older, grandfathered rifle in-state.

Rather than alter an upper that's perfectly in your state (and most others), why not just buy a NY compliant upper for when you go up there?
 
god i love that sp1 tinpig.

everytime i see it 4 letter words slip out.

that thing is so clean and handy looking. its the same feeling i get when i see an "as issued" m1 carbine. it just looks slippery fast for some reason.

Thats why I was wondering about the bullet button, so no one knows?

i like what this guy said, and would probably do exactly that if i were in your shoes (and by shoes i mean state)

Cut off the threads on the barrel and recrown.

Grind the bayo lug and cold blue.

Bell and Carson thumb hole AR stock ($120)

Cheapest way, still have detacable magazines. Assuming you have a grinder/cutoff wheels, this projuect should only cost about $150 including the stock, cold blue, grinding compound and a large round head brass screw for crowning.
 
Type098, based on S&W's CA compliant M&P-15 rifles vs. their NY, NJ, MD, MA, CT compliant rifles I don't believe the bullet button helps in NY. Knowing your situation, I'd grind off the bayo lug & replace your FSB with a correct one later when funds allow.

For the muzzle device, I'd find a gunsmith with good machinist skills. I was looking at having a T/C Contender "Super 14" 14 inch bbl. threaded & a long flash hider pinned & welded for rifle use. The local class 3 dealer, who's a machinist by trade, recommended that I have him pin it with set screws & weld over those. He said that would meet BATFE compliance for permanently attached, but would make it easier to cut the muzzle device off later without ruining the bbl. if I bought a contender pistol & wanted to use the bbl. on that instead. Maybe ask a gunsmith in NY if that would work in your case.
 
since it sounds like you are only going up to NY to visit family at present, if I were in your shoes, I would leave the AR at home, in its present configuration, and take the other guns to shoot that are legal in their present configuration. You can't alter your present upper without incurring expense. You would be better served to save your pennies that you would spend converting this upper to use to purchase a different upper, more ammo, a better optic, etc. If you are not going to NY to hunt, or to live, then you don't NEED to take your AR with you until you can get it set up to go there.

Don't starve yourself! :D When I was in college and working at restaurants, I shot on a restaurant worker's budget: I shot .22LR, and only .22LR. When I got better paying jobs, I afforded a bit more, but I bought my AR when I graduated from my Master's program, which was many years after I started college.

I think ill just do away with the bayo lug (never used it, never will) as those bayolug bipod look... wobbly... and Ill ask a gunsmith down here in virginni to pin and solder this thing on:

Maybe its because I'm from Wyoming and now Texas, but it seems to me if its your 40 acres, you could just tell them to get the hell off your land, and shoot what ever AR you want.
 
Maybe I'm the only one with this opinion, but I don't think I'd like to butcher a perfectly good AR-15 just so I could shoot it in New York State.

Perhaps you can look around to see if any gun makers are still selling the neutered AR-15's that were being produced during the "ban years"? With the screwball laws in NY, CA, and other such misguided states, I wouldn't be surprised if some manufacturers are still producing less-scary AR-15's.

I have a Bushmaster AR-15 that came from the factory with a crowned barrel (thereby no flash hider), no bayonet lug, and a regular fixed stock. These "features" were designed to comply with the federal AWB that was in place during those years (purchased the gun in the late 90's).

So, maybe you could find something like that, and not tear apart a perfectly good AR-15? Or, maybe you could find a ban-era AR-15 that someone is looking to sell?

While I agree with your sentiment, I think it would be a risky proposition to try such a thing in NY. I'm not positive on the laws there, but I believe that you catch felony charges for violating such a law. The law is BS, but I sure wouldn't want to be the test case in the court system!

Sure, you could probably get away with it. But, the consequences of being caught aren't worth it. Again, I'd advocate just dropping another $800 and getting an already neutered AR! Better than destroying the value of an existing rifle, or going to the expense of fighting a felony case.
