Issue with barrel on 870 Police

I have a newer 870 Police model.

Overall I like it a lot.

However, just past the forcing cone, the bore seems very rough. It won't get shiny and smooth like the rest of the barrel no matter how much I work on it, which indicates to me it is rough. I am talking about the bore past the forcing cone, NOT the chamber.

Is this an issue sometimes on shotguns? I know Remington QA has slipped but the Police models are "supposed" to be better.

I'm not against trying to polish it, how should I go about it?

I have cleaned up the bore of neglected shotguns using patch covered with Simichrome polishing paste on a patch wrapped around a 12 ga. cleaning mop. I attach the mop to the end of a cleaning rod, chuck it into drill and polish away. However being soft it doesn't remove any metal such as burrs but boy,oh, boy is that bore shiney after I am done.
 
Worn 20 ga brush with a square of sscotchbrite on it with solvent spun with an electric drill will do you a fine job. Probably lead or fouling is all you have.
 
Try acetone to get the plastic wad residue out. JB Bore cleaner should polish up the bore and minimize the residue build up you see.
