Just a few AK questions.

I live in Philadelphia, Pennsylvania & I am wondering exactly what I would have to do to build a full-auto SBR-ed Draco pistol. Especially on the paperwork side. This is partially for me & partially for my friends who tell me I can't build a full-auto weapon.

P.S. I know I can do it once I get the tax stamp but I'm still a bit fuzzy on how to go about all that.

Your friends are right - you won't be building a full auto weapon. No new civilian MGs have been allowed to be manufactured since 1986.

SBR - sure. All it takes is an approved form 1.

nalioth is correct, you can not build a new one, however, if the laws in your area allow it, you can purchase one (after the correct paperwork is approved) that was legally registered prior to May 19, 1986. Be prepared to go deep into your pockets to get it though!

No. Just NO. You have to be an 07/SOT, actually be "engaged in the business", pay all sorts of fees, and then you can build one as a sample IF an LE department requests a demo. You can't do this just to have fun toys.

If you open a buisness, and get certified as a type 07/SOT (Special Occupation Tax) you can manufacture select fire weapons at the behest of a military, LEO request as was mentioned. You may also deal in select fire weapons. It's been a looooong time since anyone can whip up a machine gun in the garage and not go to prison. If your state allows, you can make your Draco into a SBR. But you will still fill out the forms and pay the tax. A Type 07/SOT isn't cheap by the way, and the tax gets every year.

As others said, it's a long, costly road. If you were already planning to spend your life "in the business" of dealing and manufacturing firearms, it's a fine idea.

An FFL and SOT are not for the purposes of enhancing your own collection.

As member Bubbles recently said:

The application fee for a Type 07 FFL (firearm manufacturer) is $150. The license is valid for three years.
The SOT is $500.00 per year if your total gross receipts are less than $500,000.00 per year, otherwise the tax is $1000.00 per year.
ITAR registration is $2250.00 per year.
Throw in liability insurance, machines and tooling, raw materials, office equipment, computers and software, and other normal costs of doing business (utilities, rent, legal fees, etc) and it gets spendy real fast.
