I know that shotguns can only be a certain length and that full stocks can have an 18.5" barrel, but what about folding stocks or AR-15 stocks that collapse? Is there an overall length to meet or can you still use the 18.5" barrel with other types of stocks? Also is it safe to use regular shotshells in a breacher barrel or is it made only for breacher slugs?

BATF regs require 18" barrel (not 18.5") and 26" OAL.

Most all shotguns with folding stocks or pistol grips will meet those regs easily.

Any shell the gun is chambered for (IE: 2 3/4" or 3") can be used in a breacher barrel.

The only difference is, a breacher barrel has a muzzle attachment with big vents in it to allow pressure to escape when it is held tightly against a door henge or lock.
