I’ve been told it’s legal to sell and ship firearms (except usps) within the borders of Texas without needing an FFL. Does anyone know a link (.gov) that would confirm this?
 
It's legal. I've done it myself.

Laws don't tell you want you can do, they tell you what you can't do.

You can ship to any legally eligible adult resident Texas (iow, no felons, kids, foreigners). You can ship long guns USPS all day long. Pistols must go overnight from private individuals, but 01 FFL holders may send USPS to other 01 FFL holders.

There are many law libraries on the internet.
 
Legal... yes.... however this violates the rules of most shipping companies that require an FFL on at least one end of the transaction...

It violates FedEx's policy, but UPS policy just states that you have to be in accordance with the law. Which you are.
