In Texas can I ship a firearm individual to individual within the state without FFL involvement?

Long guns can go by any method.
Handguns by UPS¹ (no US mail)

Does this apply to just Texas or is this any State? If that's the case I'll buy all my guns from now on from folks living in Virginia ;-)

It applies to all states, unless they have prohibitions against it in that state's law.
