Legal to ship Primed brass to California

I know that ammo is a no go unless sent to an authorized ammo vendor, but was wondering if anyone knew about primed brass. Loose primers/powder etc are ok (unless they have changed it since the last time I looked)
Doing some digging myself to try to figure it out, but any help would be appreciated.
I know the best answer would be to talk to a lawyer, but by the time I do that it's worth more than the primed brass.
I sure don't want to do anything that would be illegal.

Under current CA laws...

Primed brass does not meet the CA legal definition of "ammunition". [PC 16150(a)]

Ammunition components need to be shipped in accordance with Federal laws/regulations.

Ammunition components need to be made, imported, and transferred in accordance with Federal laws/regulations.

There is no requirement for ammunition components to be transferred through a CA licensed ammunition vendor or CA FFL dealer.


CA Penal Code 16150
(a) As used in this part, except in subdivision (a) of Section 30305 and in Section 30306, “ammunition” means one or more loaded cartridges consisting of a primed case, propellant, and with one or more projectiles. “Ammunition” does not include blanks.

I have had quite a bit of primed brass shipped to my California address from numerous out-of-state suppliers and none has ever made a peep about it.

Thanks for the code cite, I can't see why primed brass would be considered ammo but what I think is not important, what the state does is.

Loose powder,primers are not OK, they cannot be shipped unless shipper has a hazmat license. You might be able to ship thru UPS by paying the hazmat fee, but I think it needs to be a UPS hub, not a local shipper. The closest UPS hub to me is 50 miles one way
UPS is no longer requiring ORM-D on small arms ammo, and do not require a hazmat or adult signature required.

That's not how Hazmat shipping works. It's been discussed (with citations) many times here. Further, ORM-D was restructured into the existing Limited Quantity label (https://www.law.cornell.edu/cfr/text/49/172.315).

Yes that is what the local UPS store was putting on small arms ammo I was shipping at the beginning of the year, but some time about March-April
they stopped putting any thing on even after I told them what was being shipped.
A question, can a non hazmat licensed person ship hazmat? From what I have been told unless you are a holder of a hazmat license ( nor just paying the fee) one cannot ship hazmat.

Without being Hazmat certified you may not ship anything listed as Hazmat. Period. You cannot pay UPS, FedEx or anyone else to do so as you are the shipper. The company carrying your Hazmat goods is known as a Common Carrier. They transport shipments but they have to be properly packaged by a Hazmat-certified shipper (i.e. you).

The Common Carriers don't have a need for their employees to be Hazmat certified since they aren't packaging anything, merely Hazmat aware (there is a distinction).

Bottom line: unless you are Hazmat certified there is no way to ship anything labeled as Hazmat.

The question was about primed brass. Primed brass ships the same as ammunition, but to the question, does not have the same legal restrictions in the state of California.
