I have heard this can be done and looking at dimensions looks possible. I've never done it and have a couple questions. I have a case trimmer so shortening the neck shouldn't be a problem. Shoulder angle and setting it back look like the real task. I only need enough for yearly deer hunting needs for a family friend that is not a big shooter.

Are intermediate dies required?
Is fire forming needed for finish ammo?
Anything I haven't thought of or from actual experience?

Form and trim dies are available. No fireforming necessary.

As I recall, you can also just remove the stem from the resizing die to set the shoulder back and then trim to length.

I’ll add it works much better with new, unfired brass.

I have done many rounds with just FL dies and plenty of lube. Some 30-06 brass is thicker than others and can result in thick necks when the shoulder is pushed back. To avoid this, do the sizing with the expander removed then ream the necks to the desired ID. I do all my trimming on a drill press so it is easy to ream after trimming.
 
It will help if you anneal first.

I have formed 8x57 from 30-06 in one step, with no problems, so I think what you are doing should be fine.
