I'm just north of where this happened and am very familiar with backed-up traffic in that area.
Two points :
1.) You & I both know that it takes two to tango. I've NEVER been involved in any road rage as long as I don't get pissed off at all of the idiots who cut me off, drive with high beams right behind me, honk at me when I don't see the green light for a nono-second or the miriad other "good" reasons to escalate the situation. I HAVE BEEN INVOLVED in road rage when I've given in to my urge to use a warhead-tipped, heat-seeking, guided missle on one of the aforementioned idiots! (Kidding!) I'll honk back, flip the bird or flip on MY high beams - and guess what?! - that's all that is usually needed to get the already-pissed-off other driver to escalate the situation even further.
That's why I believe BOTH parties are at fault.
2.) A cop should NEVER EVER EVER be drawn into such a stupid, juvenile situation. Did I mention NEVER NEVER NEVER EVER EVER EVER?!? No matter what the legal ramifications will be, the under-cover cop should be reprimanded and suspended for a short period of time.

Both parties are NOT AT FAULT! You can honk, swear, flip the bird, and yell all you want. I DO NOT have a right to pull a weapon on you if you're not a threat to me and my family! I don't care if I tell you that your mother did illegal sex acts with farm animals in Mexico and I saw it!!!!! It may take two to tango, but it takes one irresponsible ass to escalate a situation.
