Mauser 98 2 position safety

I bought a real pretty custom Mauser 98 in 270, built on an Argentine Mauser action. It's real nice except for one small little quirk. It has a 2 position wing safety installed, and in order for it to operate properly I need to first push down hard on the safety wing before I can then flip it up or down (up being safe, down being fire). Once I have the safety operating it'll flip back and forth with no problems, but when when the bolt is cocked I can't turn the safety on without first pushing down hard on that wing (and then subsequently flipping it up).

I was wondering if this is a bug, or a feature? If it's a bug, how might I go about fixing it?

I added a photo of the safety, just so you can see what I am talking about.

Looks like a timney. Theres a tiny spring and ball in there, IIRC, and it may be binding up a bit if it wasn't fit correctly. Its been 25 years since I put 1 in my VZ24, so I may be thinking of another safety.
You should be able to find a instruction manual on their site for it.
 
Either a Buehler or a Timney (same as a Buehler). I agree that it has not been properly fit. Easy enough if the person fitting can and will follow directions, but all to common for them not to do so.

Is it an easy fix?

Hard to say. It could be as easy as tightening the screw or replacing the unit it its worn. There's a couple vids on YouTube. Look up Buehler/timney safety installation, and decide for yourself. To me, the install was easy, but then I'm a toll and die maker, and have a lot of tiny files and wheels the most people don't. It wasn't too bad if I remember, but that was 25 yr ago.
Check out the tube, you can probably pull it off
