Mauser and SPRG 03-A3 actions. What is their worth

I’ve got a chance to buy two whole actions with barrels and without stocks. One is a Mauser 1943 manufacture, and an 03-A3 action. The 03 has a butchered stock that i won’t be getting with the action. See pics. I need to come up with an offer but I have zero idea what incomplete rifles are worth. I don’t want to insult the guy so what is an honest offer?
Also, what would a new barrel cost to put onto the Mauser action and could I make it a 30-06 without any alteration to the bolt?

The Springfield must have your serial number. Low numbers are possible problems. 98 Mausers are all good in my book/
 
Most I would pay is maybe $250. There always a risk the action will crack/ twist when removing a barrel. So if the barrels are off that's better. I don't like action that were drilled and taped already. To much of a chance it's not done proper or wrong bases. I think you can get a Shaw barrel for about $150.

I'm guessing the 03 is not a low number?. What are the action code on the mauser. Check the lugs are not set back either.
 
For those of us that dont know, what is the serial number cutoff for improperly heat treated springfields, the number 700,000 sticks in my head from my reading? Can anyone ring in on it?

O/P, the value of the m98 which is WWII era or slightly before (no swastikas but no dirty bird proof in pix) is dependent on whether the receiver ring has been ground (removes interesting marks) and whether it has been tapped or otherwise altered such as peened markings. At the low end approximately $150 or so. A rare receiver that is unmonkeyed with is worth more which depends on the date, etc. but a normal byf (Obernsdorf) could be worth another $100 to the right person. Rarer marked receivers would go above that. The other concern is that you may have a Russian or Yugo capture rifle and some of these are refinished. Hard to tell from one pix. That might or might not affect values but usually the Russians peened a lot of marks and the Yugos apparently either wiped everything and stamped their own or left them alone probably as spare parts/war reserve. The electropencil marking on the bolt means forced matching (bolt not original to receiver) which reduces the price somewhat depending on the buyer.

The other is a 1903A1 or Remington 1903 which was an early WWII era rifle made under contract by Remington. https://www.americanrifleman.org/articles/2016/6/8/the-remington-m1903-rifles/ These are of good steel and heat treatment but the collector value has been hurt by the tapping of the receiver (and maybe the condition of the barrel which is not fully shown). Figure around $300-400 but might be less if the barrel is trashed, cut, or monkeyed with, or if there are other problems such as corrosion, loss of finish, etc. on parts.
