Loki, just join the CMP and get one yourself. You do not need a C&R to join the CMP.
As for buying a C&R from another face to face dealer, why bother with teh 4473. Give him a copy of your C&R and be on your way. You'll have to log it regardless of how you acquired it.
If you have ANY interest in a C&R eligible gun, get the C&R. As others have said, it'll pay for itself the first time you order a rifle/pistol direct.
