Model 99 Savage, need help, rotary magazine

I have never had a problem with these mags before, but this rifle is now acting sticky on the rotary magazine. It should hold 5 shells, and seems to lock up after the 4th round. I have removed the rotor for visual inspection and I don't see where or what it is hitting. It also is not rewinding like it should, meaning that it will not pick up the next round as it should. Has anyone else been through this and can offer me some advice to solve my problem?

Sounds like the carrier spring may be broken.

It's been a while since I took one of these apart, but I think you have to preload the magazine. I think you turn it one revolution against the spring to get the proper tension. Someone will chime in who knows more about these than I do.
