I would guess so...yes...or that Colt had however many set aside, slated for the Garibaldi Engraving, and, for whatever reason, some were never Engraved, and, were later sold as-is, still partially in the White.
Or, possibly, some were set aside, for Orders where someone wanted to have Engraving done, but by their own Engraver, and not Garibaldi...
Does seem odd to me!
And, at some point, possibly some middle-manager, feeling annoyed or impatient ( what else DO middle-managers 'feel'?) after these had sat around a while, said, "No, don't bother Blueing the Barrels and Cylinders...just box 'em up as-is, and wholesale 'em out...get 'em outta here..."

Now this is purely speculation on my part but is it possible that your Dragoon was left in the white because the original seller/buyer/wanted to have it engraved? Or possibly Colt intended to engrave all the freak Dragoons? Just spekulatin'.....Oh p.s. Super nice Dragoon!
