GRNC Alert 4-7-03:

[Analysis] As you recall, one concealed handgun reciprocity bill, SB 33, suffered weakening amendments that created flaws which:

-> Allow the NC Attorney General to make a determination that a state does not meet the requirements for establishing a reciprocal agreement, yet his decision would be “conclusiveâ€not subject to appeal or revision, even by future Attorneys General.

-> Creates mental health check requirements for other states which are nearly impossible to attain, and are far more stringent than North Carolina’s.

GOOD NEWS:

In the NC House, on Tuesday, April 7 at 10:00 AM, the Judiciary III Committee will consider BOTH bills. This is you chance to tell them that HB 131, without the flaws of SB 33, is a superior concealed handgun reciprocity bill

IMMEDIATE ACTION REQUIRED

-> USE GRNC’s automated e-mail at http://www.grnc.org/alerts/alert4_7_03.htm to deliver a polite message to members of the House J-III committee that HB 131 is a better bill than SB 33 and deserves priority consideration.

DELIVER THIS MESSAGE

Dear Representative:

For eight years, North Carolina’s highly successful concealed handgun law has permitted lawful North Carolinians to protect themselves and their families. Concealed handgun permit-holders have proven themselves sane, sober and law-abiding via FBI background checks and training. Yet they are prohibited from protecting themselves with the permits they have earned while working and traveling in other states because North Carolina lacks any means for establishing reciprocal agreements with the thirty-two other states which have laws similar to our own.

In the House Judiciary III Committee, you will be faced with two different concealed handgun reciprocity bills. While I appreciate the efforts of sponsors of the Senate version, SB 33, the bill has flaws which render the House version, HB 131, the superior bill.

Please give HB 131 your full support and advise me of your position on this issue at your earliest convenience.
