cuba, you are correct regarding the frame versus the slide. In fact, we use a similar principle for shipping handguns via FedEx and UPS. Per their shipping regs: "A Handgun must be shipped via Priority Overnite". However, handgun parts are just parts. Their concern is not about serial numbers or "Controlled Items". Their concern is that one of the crooks working in their depots steal it, uses it in a crime, etc. so they make YOU pay for really fast shipping. That way, they only have it in their possession for a short period of time. It's called liabilty reduction. You can ship a frame via Ground. We have our Customers field strip the handgun, keep some parts at home so it's no longer functional and ship the rest as "Parts". Yes, it's legal and not in violation of the shippers regulations. The trick is to ask yourself: Can the parts in this box be assembled into a complete and functional handgun. If not, then it's just a box of parts. (Note: ATF DOES consider the frame the firearm)
Funny story about crooks working in shipping depots. Besides owning and operating Mac's Shootin' Irons, I work in law enforcement. I was on the nite shift so I would take packages with me that were being shipped out, secure them overnite and then go by the shipper in the morning to ship. I would have to wait about 15 minutes for the desk to open so I would sit in the parking lot and watch the nite crew leaving. My thoughts were like:
