This point was discussed on this board a couple of days ago.
The NJ passed and in force as of 1 April has enforceable authority over NJ "bricks and mortar" premises only, not internet based/out of state companies.
A very few (at the moment) online retailers, out of an abundance of caution, are restricting purchases to NJ residents. The biggest name culprit of the moment is Midway.
I contacted and complained directly with Midway and they informed me that they will, probably after the new year, be using the same system as they do for Illinois residents where you fax a copy of your FID to them
A substantial number of others are not taking any notice so take your business there.
