Oregon Counties likely to issue non resident permit to ID?

Hey guys, my Oregon non resident permit expired. Since then, I moved from Washington to Idaho, and it turns out there are several counties that are not on board with that, even though it’s a bordering state. Are any counties better than others when it comes to ID residents?
 
Probably easiest to just call the sheriff in the county/counties you have in mind and ask them. Several of them mention non resident permits in their instructions on their respective websites.
 
I believe it was the Washington County sheriff himself who used to come up to the WAC shows in Puyallup, do a course and process applications for OR non-resident licenses. That county was considered the best for WA residents.

I'd heard Sherman County used to be great (for WA residents seeking OR licenses) and Columbia County was favorable also.

There used to be a requirement that you had to state a "compelling reason" you needed an OR license; I used frequent travel through OR to ID and CA, plus family in Portland.
