i had the lenses taped off on a old scop that was scratched up (the body) and apparently the tape come loose on one end and there are a few speckles from the spray can of flat black paint. Any suggestions on cleaning up?

If it's glass you can use almost anything. Mineral spirits is mild up to lacquer thinner that is AGGRESSIVE!!

Had the same problem. Nail polish remover and a cotton swab worked for me. Get the straight acetone stuff, not the stuff with the vitamin E and panthenol. Leaves oily residue behind. Pour a little in the cap and gently dab with a damp end, use the other to dry it off and then clean normally and you'll be all good.

I don’t plan on leaving this scope on long just long enough to try some loads the one that came on it the orange triangle at 100 yards was blurry

Gotta watch out for the coatings, otherwise I agree.
Yes, the danger in getting too aggressive with the cleaning is that you might mess up the anti-reflective coating. A few black specks won't be visible through the scope. In fact, an old trick among cameramen is to use a fine-tip black marker on surface lens scratches.
