That was my point. The “remedy” of getting a free tax stamp is worthless if it’s prohibited by state law.But can a person that lives in a state that does not allow NFA items actually register their braves pistol as an SBR?
The ATF normally will not approve a Form 1 or Form 4 for NFA items for people living in stated that do not allow those.

Time for me to go make another comment...I agree that the whole situation is messed up. And there is no relief for people that live in NFA restrictive states. And that point needs to be brought up when everyone leaves comments on the notice. Those in restrictive states will have to either get rid of or destroy their legally purchased braces.
Keep in mind that the BATFE has shown their hand (at least 3 cards) so we need to keep an eye on the "braces, 80% builds, and solvent traps" in the future
