PRDK Handgun Registration Scheme? Old News?

Effective January 1, 1998.

If you are a new California resident and you own a handgun, you must report it or dispose of it within 60 days.


Effective January 1, 1998, any person who moves into California and who brings any pistol, revolver, or other firearm capable of being concealed upon the person is considered to be a "Personal Handgun Importer" and is required to do one of the following within 60 days:

* Complete and submit a Report of Handgun Ownership form along with $14.00 to the Department of Justice. A separate report form and $14.00 fee is required for each handgun reported. Report of Handgun Ownership forms can be obtained from California Department of Motor Vehicles' offices, licensed firearms dealers, local police and sheriff's departments, the California Department of Justice Firearms Division at (916) 263-4887, and from the Online Forms Page at this site.


* Sell or transfer the handgun(s) to a California licensed firearms dealer or to another individual using a California licensed firearms dealer to conduct the transaction.

* Sell or transfer the handgun(s) to a California police or sheriff's department. Persons choosing this option should contact the law enforcement agency for instructions prior to transporting the handgun(s) to the agency.

Any person transporting handguns in California is required under California law to transport those handguns unloaded and in a locked container other than the glove compartment or utility compartment of a vehicle.

Please be aware that failure to comply with these mandated handgun requirements could result in criminal prosecution (Penal Code Section 12072(g)).

Is this a registration scheme? I am not moving there (I only just escaped), but I had no idea the 2A had so been infringed.
 
Considering the DOJ estimated 10% compliance with their assault weapons registrations, I doubt this registration/extortion attempt fared any better.
 
Sounds like a de-facto registration "loophole" closure to me....

According to NRA-ILA's CA law page, police record purchases made in state, which is de-facto registration.

They wanna close the "loophole" for people who move in.

Seems like CA is the front runner for infringement these days, and that's coming from a Jersey guy.
 
It looks and sounds like registration, but its real purpose is to see if the person coming into the state with handguns is a "prohibited" class person. CA DOJ will run a name check on the owner and if he comes up as a felon, or a person convicted of violent misdemeanors, or subject to a domestic violence restraining order, etc., said person will be paid a visit by DOJ firearms enforcement agents who will compel him to surrender said handguns and other firearms to them or go to jail.

It looks and sounds like registration, but its real purpose...

If it walks like a duck, and quacks like a duck, and... Firearms registration serves a multitude of ostensible purposes; the actual purpose, however, is neither more nor less than confiscation.
 
Unless the records are publicly and provably burned....

It's registration, no matter what else they might do, and no matter what laudable goal it was designed to achieve.
