Well, much as immediately after I invest in a stock on the rise and it immediately tanks, now a week after I receive my C&R I see the State nazis are attempting to put the kibosh on C&Rs. The only hope in what is now probably the poorest State in the union is the part of the proposed law that states Pending availability of funding.

I'm truly sorry for jinxing the rest of you...:(

AB 2080 (Stats. 2002, ch. 909) (Steinberg)

Pending availability of funding, requires the DOJ to develop a system that identifies persons who, in addition to California licensed firearms dealers, are federally licensed/authorized to receive firearm shipments in California. Effective January 1, 2005, any person who ships a firearm to a person in California must utilize the DOJ system to verify that the individual receiving the firearm(s) is expressly identified by the DOJ as a person who is authorized to receive firearm shipments. The person making the inquiry will be provided with a unique verification number that he/she must provide to the person receiving shipment of the firearm(s), who in turn must keep a record of the information and make it available to inspection by the DOJ. In the event the intended recipient is not authorized to receive firearm shipments, the DOJ system would notify the person making the inquiry of that fact (PC §§ 12071-12072).

Man,when will it end?
Can't a firearms seller already check eligibility through BATF?
Oh wait, thats right,if we left the federal laws to the feds,
then the state couldn't meddle and pass feel good legislation!
Its good to know that all the potholes are filled and schools
have what they need so these bozos can concentrate on
"important" issues.
I may have to run for Governor!

Congrats QuickDraw!:)

At least we have a couple of years of relatively hassle-free collecting before that stupid law goes into effect (if it passes)!

I think that people are starting to get a little clue that the
situation here in California is pretty dire.More ridiculous,
unenforcable and costly laws aren't going to help.
The GOP should be shouting from the roof tops, planting the
seed in peoples minds. But then again,I refer to the CAL GOP
as "the gang that couldn't shoot straight".
I'll do what I can to try and turn things around :banghead:

This has no effect on C&R license holders in California. As far as California is concerned, the only firearms we are allowed to have shipped to us are those that can be transferred in a private party sale that does not have to go through a dealer. The bill will not change that in any way.

develop a system that identifies persons who, in addition to California licensed firearms dealers, are federally licensed/authorized to receive firearm shipments in California.

But wouldn't the bold part include C&Rs as non-dealers federally authorized to receive firearms? I'd feel a lot better about the proposed law if they actually identified the people they want to regulate, or at the very least, as California does with it's other restrictions, list those specifically exempt.
