I have been using 125gr coated bullets and using Titegroup with 3.6gr and a O.A.L. of 1.10 for 9mm loads. With the current situation I have only been able to procure Winchester small pistol magnum primers instead of my usual CCI #500 primers. Since 3.6 is on the low end of your load data specifications can I use the magnum primers as a temporary solution until the regular primers are back in stock. Any suggestions greatly appreciated. Thanks

Yes, you should be okay. You could go back to the starting load if you really want to be safe. Maybe someone in the area that can't find small magnum primers would trade you?

Yes, won't hurt a thing. Typically we only reduce a couple tenths of a grain of powder we have to use magnum primers with non-magnum loads and you are way below the maximum pressure limit.
Unless your loading some super short OAL, you'll be fine.

3.6 gr is already at start charge.

OP, you should be fine.

Hodgdon lead load data lists 3.6 gr as start charge with OAL of 1.125", so even with your OAL of 1.100", you are near start charge and use of magnum primer with larger and longer flash duration should be OK - http://www.hodgdonreloading.com/data/pistol

I recently tried this with 9mm myself. I loaded my normal load using AA #5 which I don't recall off the top of my head. I used SP magnum and small rifle with no ill effect. Shot great, felt great. No gas leakage around the primers. I should have started low but after days of research I figured I'd be ok to run with it.
Be safe
