His message is as follows....

In response to the Home Office consultation paper my recommendations are:

To part one:

That the categories of firearms be simplified to two categories; non-lethal and in need of a firearms certificate.

That stun guns, pepper spray and other non-lethal devices be removed from the prohibited weapon list and do not require a certificate to own.

That prohibited weapons, such as handguns and self-loading rifles, be moved into the in need of a firearm certificate category.

That showing "good reason" to own a firearm be extended to include self defence and home defence.

That a good reason is only needed once to apply for the licence and not for each firearm.

To make the certification process a simple background check for mental health problems, and a refusal due to mental health be judged on a case by case basis.

That certificates last for 10 years.

To part two:

That the limit on air pressure, currently at 12 feet, for airguns be ended.

That imitation firearms remain legal and unlicensed; but that use of imitation firearms in a crime such as robbery carry the same sentence as if a "real" gun had been used.

That the changes made in the anti social behaviour bill against airguns and imitation guns be revoked.

That "deactivated" firearms do not require licensing.

To part 3:

That the age to purchase firearms, ammunition and apply for firearms be set at 16 years old.

That there is no penalty for use of a firearm below this age, only for attempting to purchase one.

To part 4:

That gun shops be allowed to display their wares in the window.

To part 5:

That there should be no restrictions on ownership of different types of ammunition.

To annex E:

That existing legal codes are simplified and made easier for law-abiding subjects to own, sell and shoot firearms.


While I was tempted to bust out with a full on 1688 bill of rights rant, I thought the above is the best I can hope for.
 
This amounts to a shall-issue bill, given Brit equal protection standards developed mainly through the courts if I understand right.

Plus a total reversal on OC and other non-lethals.
 
I don't live there, but I figure that I'd be trying for the same thing under the same conditions. I think they're taking the right steps, at least.

IRRC, you can still get a permit to carry a handgun but isn't that only for Northern Ireland?
 
what's the background on this? Is is an actual proposal or just some average Joe's pipedream?
