If the number was damaged and an attempt made to restore it, the number is no longer the number affixed by the importer or manufacturer. Will a court rule that the number has been altered thus resulting in a violation of 18 USC 922(k)? We might hope not, but there's really no way to know unless a court has answered that question.
If the serial number is "XYZ1234" and you wish to deepen the rollmark/stamp/engraving you aren't violating any law......the serial number stays the same.
You aren't removing the number (as in filing it off)
You aren't obliterating the number (as in painting over it)
You aren't even altering the number (as in changing the digits in the serial#)
