I was not around during the ban, so I have no first hand expierience. For those that were:

I have a Question about the 1994-2004 Ugly features ban. This is a serious question and not ment to start another the sky is falling AWB to come thread.
I understand that the STRIPED LOWER is the registered part of the gun & everything else is just parts. For those that were actually there during the 1994-2004 Ban. Were you able to still buy an upper with the scary flash hider and bayonet lug and all those other evil parts?
If so did you have to prove that you owned a PRE-BAN lower? Did anyone every get checked to see it there AR-15 with the pistol grip, bayonet lug, flash hider & barrel shroud (you know the ugly thing on your shoulder that goes up) was actually built on an pre-ban receiver?

You know the thought occurs to me that Americans in General would probably not buy some many AR-15 & such if there was not threat of a ban. I mean the quickest way to make someone want something is to tell them they cannot have it.
Thanks in advance for your serious response.

Uppers in pre-ban configuration were still available. Yes, you could buy them. Yes, you could put one on a post-ban lower.

However, doing so would have made you a felon and land you in PMITA prison.

I understand the felony part and am not suggesting anyone do anything illegal, I am just trying to understand the history as I was yonger then & to busy chasing the opposite sex rather than worry about my rights.

Were the Pre & Post Ban UPPERS priced about the same?

Obviously Pre Ban Lowers were more money, How much?

Pre-ban lowers commanded a hefty markup due to the limited supply and higher desirability due to the fact that you were not limited by how many "evil features" you could have on the gun.

IIRC, prices on uppers were about the same. I don't recall specifics on price differences for lowers.
