I have a lowly 213 that I feel rather wimpy regarding racking it unless I lower/cock the hammer. Is it just me or lack of technique?

Don't try to yank it back.

Stiff arm the slide in your left hand, and shove the grip forward with your grip hand.

On the other hand, at nearly 70 years old, I find a lot of pistols are easier to rack then they used to be if you cock them first.

If it makes you feel any better, I got into the habit of cocking the hammer before racking my Tok for the same reason. With effort, I can do it with the hammer down, but why? It's just a range toy.
