Ok, if they are a cup & core projectile, just use jacketed data of similar or same weight bullets. Hodgdon, Hornady, Alliant, pretty much any published data for a bullet of same bullet description, they are all good sources for a load table.
Powders to use would be those published for that weight jacketed bullet. I just performed a development using RL22 for 160 gr. Speer's. I also tried some IMR7828, H4831, IMR-4831. RL22 was most accurate in my rifle, that's not to say it will be in your's. I also was averaging almost 3k fps without experiencing pressure issues.
As far as OAL is concerned, seat them to the oal that produces the best accuracy, and fits the magazine.
But there are a plenty of good powder options for that cartridge, just pick one that looks like it will get you into the velocity range you're seeking, and then start the development process, which is the fun stuff, IMO.
