To "correctly" install a liner you first drill the barrel with a piloted (pilot is ground to the bore size and guides the bit straight) drill bit. Obviously the bit has to be as long as the barrel and is the same OD as the OD of the liner. Then the liner is silver soldered or epoxied into place. Subtle craftsmans touches would be things like peening the liner at the muzzle end and then refacing/recrowning, rebluing, etceteras.

Apparently NAA designed 2 different firing mechanisms and cylinder sizes so that the rimfire and cap & ball cylinders could not be interchangeable with each other.
Maybe that makes them more export friendly too and not subject to regulation.

Perhaps they could be forced to require FFL registration for their cap & ball guns if the same company made interchangeable cylinders & frames just like with inline muzzle loading rifle receivers that will accept a center fire barrel, i.e. - the H&R Huntsman, NEF Sidekick and TC Encore.

Post #22 mentions an NAA FAQ page that clearly indicates that the cylinders are also a different size and are not interchangable.
