Rings on 38 Special brass

I have a batch of used 38 Special brass that happens to have two rings around each case, rather like the cannelure you find on some bullets.

I would appreciate it if anyone can fill me in on what these rings are and what they do. I mean to reload this brass, so the more I know about it the better off I am.

Some makers put them on there to locate the bullets. Typically you'll find this type fancy stuff on law enforcement cartridges where they go all-out.

For reloading it won't change a thing. Between the outside sizing and the inside belling, it will be nullified on the first reload. There is no need for you to do anything different, just proceed as you always would. It will neither help or hinder your reloading. But they will be pretty.
 
Don't worry about them. They will iron out after a few firings, if not sooner.

Case cannelures are often used to prevent bullets being seated too deep by the factory loading machines.
Or pushed deeper later by rough handling.

They are especially common on 148 grain HBWC mid-range match ammo because there is not much case-neck tension on the hollow base bullets, and they receive almost no roll crimp to hold them in place.

Bottom line is, don't worry about.
They reload just like everything else.
