Neither of the vehicles involved were mine, I was just a witness, and I did not see anything that lead up to the incident.
I was driving home from the library last night, on a major surface street with three lanes going each way and a center dual-turn lane, with no median. I was in the right-most lane. Oddly enough, there was almost NO traffic, so I spotted the two cars coming up from behind me a good ways back, and had time to realize they were both REALLY flying, probably 75-80. I edge over towards the shoulder as they both go flying past me in the two left lanes. About half a mile ahead, there is a major intersection, with a lot of cross-traffic. Apparently, the car in the front (lets call him car "A") realized he wasn't going to make it through the light, and stands on his brakes, and so does the car chasing him (call that one car "B"). They end up with "A" stopped dead on the line in the left lane. "B" had better brakes, but he gets off of them to drive into the middle lane and then pull across car "A"s bumper, partially blocking him.
I'm pulling up behind them when the driver of "B" jumps out, leaving his door open and car running, and starts to punch the passenger side window of "A". Apparently "A"s driver did something to get his attention, because he runs around the front of the first car and starts to try to open their door and punch the window. I've stopped about 50 feet behind them at this point, leaving myself plenty of get-away room, and I've got the cellphone in my right hand as I start dialing 911, and I've twisted the seatbelt buckle back out of the way so that I have a chance at drawing if I NEED to (Ohio CHL).
Suddenly, the passenger door of "A" OPENS, and the passenger gets out. I'm basically shifting into full-on SHTF mode, fully expecting the passenger to run around the car and a fight to really begin. But instead of running around the front of the car, he takes three steps forward, reaches down to grab the drivers door of vehicle "B" in his left hand. With his right hand, he PUSHES THE POWER DOOR LOCK BUTTON.....then pushes the door shut, and jumps back into vehicle "A", pulling his own door shut behind him.
The driver of "B" is still screaming and yelling over on the drivers side of "A", and never even saw the passenger get out. "A"s driver stands on the gas as soon as the passenger is back inside, and they blow the red light (no cross traffic, in fact the light turned green before they were to the other side of the intersection) and zoom off. The driver of "B" sprints back to his car, I assume he's intending to continue pursuit. I will never ever EVER forget the look on his face when he yanked the door handle and discovered that he was locked out of his car, while it sat in the middle lane of a major road with the engine running.
911 answered at this point, and I almost couldn't give them any information, I was honestly laughing so hard. I wasn't going to stick around either, who knows if "B" might have thought it would be a good idea to jack a car to continue pursuit, so I stood on the gas and make a somewhat-unplanned right turn down the cross-street.
I gave them what and where as I drove off, license plate of car "B" and "A", and my number. I got a call about an hour later, from an Ohio Highway Patrol Officer, who asked me if I had witnessed anything that might have lead up to the incident. Apparently, the driver of "B" had decided he didn't want to explain to the officer how he came to be locked out of his car or why he had no ID, and "A"s plate number was incorrect (I think I read a zero instead of an eight). They sent a different Officer around to take my statement, which pretty much made his day, and the 4-year old boy living next door actually managed to get the Officer to pop his cruisers hood so the "little gearhead" could see what motor a REAL police car had, which went a ways towards making MY day even better.
