too many answers to respond to everyone specifically but:

I don't beleive the show was anything more than fiction, that's why i asked if there was ever any handgun registration at that time in California- I was not even ten years old so i don't remember. and that was the only issue i wanted to establish, whether the shows creators were sloppy or perhaps even intentionally misleading people to believe they had to have handguns registered to even own them at home (not whether he was allowed to carry concealed outside on the job).

as someone else already pointed out, california law is confusing and antagonistic, most people know most counties in the state are not gun friendly.

as someone else pointed out, jim rockford was pardoned so might be expected to have had his rights restored-the show was either sloppy labeling him as a parolee, or maybe he had been convicted of something else, or they didn't care and just wanted to make it more dramatic that he couldn't carry a gun without getting into trouble.

my understanding is that alf came to earth sometime after rockford retired. In future rockford movies, the trailer was expanded to a double wide, jim was usually able to escape down the beach as long as he had his dad's truck or a vw bug-in the first season he didn't even live on cove road next to the restaurant, he was directly off PCH (you can see each episode on HULU)
