Fun or Practical?

Fun - Charger (I have one and four 25rd mags...what a blast)
Practical - ammo

Only you can decide but since I note that you already have a 10/22 you may not find the charger as much fun as I do.

I've got $400.00 to spend and I'm torn with what to spend it on.
I'm either going to buy a Ruger Charger or 2K more rounds of 9mm (please don't say buy ___ or ___, I'm going with the Charger or 9mm)

1BLINDREF....given only those options, the choice is clearly to go with the ammo....like others have said the Charger is only a modified 10/22. Have you considered a .17 HMR? They are inexpensive to shoot and a lot of fun out to 150 yards.

BTW.....I have been called "blind" many a time when on the ice myself.:D

Despite the OP's limitations, I'm going to recommend first buying a reloading setup (turret press, dies, powder, primers, bullets, etc.) for 9mm and then spend whatever is left on 9mm ammo (gonna need brass)....

Lee Precision is a great way to get started......

I just don't get into the hand rifles. If it won't go in a holster, to me, it ain't a handgun. Might as well put a stock on it and call it a carbine. I do have a Contender and it sorta pushes the definition I guess, especially in rifle calibers, but I carry it in an UM's shoulder holster and love the thing for hunting. The .22 barrel is WAAAAAAY more accurate than my 10/22, not sure about the Charger.

I just bought this gun at a gun show last weekend scope and all for $275, been wanting a Ruger MK 2 or 3 and this MK 2 was the only really good deal at that show. :D It'll put even CHEAP ammo into 1/2" at 25 yards. My 10/22 is more like 1" at 25. I really like this gun. I can't see the use for a hand rifle, but this thing in a shoulder rig in the squirrel woods would be a deadly small game tool and I plan to use it for that. :D It's also just danged fun to shoot. I'm keepin' the scope on it, have an accurate .22 revolver with irons.

And, yeah, I can crank a LOT of 9mm ammo out on my Dillon progressive for 200 bucks, especially with cast bullets that I pour myself.

how about a bipod and pistolgrip with removable shoulder piece for 10/22 and the rest in ammo
