Ruger model 44 open sight dilemma

A relative trusted me with a M 44 in hopes I could get sights on the rifle. When I received it had a front sight and a filler blank where the rear sight would be. The rifle was set up for a scope which it does not have, when I received it had the front sight and two weaver style scope mounts one at the rear of the receiver and one at the chamber end of the barrel.
So I ordered a rear sight from Numrich for a M 44 that did not work even adjusted to the lowest POI the gun shot 9" high at 25 yds.
What's odd about this rifle is it has a Monte Carlo stock that because of the cheek weld doesn't let your head get low enough to get a sight picture.
So I tried the Tech Sights TSR 200, I was able to sight the gun in I three shots. The fourth round broke the front sight and hit me in the head, at first I thought it was a shell casing. I contacted Tech Sight and they sent a new front sight that one failed in the same manner as the first.

Looking for other options, I need sight height about 1 1/4" above the bore axis.

If you still have the original front sight and can get the rear sight filler out, then you can replace the rear with another factory sight. Numrich has the rear sight in stock for $14.47
