is a SBR considered a Carbine? At what length do you consider it SBR?

IIRC, legally a SBR is a rifle with a barrel shorter than 16". Or a handgun with a stock attached to it is considered an SBR. Either way you need a tax stamp for it.
 
This might be a stupid question but what is a tax stamp and why do you need one.

Well depending on the country you live in you might not.

But, if you live in the US, rifles with barrels less than 16 inches long are considered a "controlled" type of firearm under the National Firearms Act of 1934 and you have to pay a $200 tax to register one. The stamp is proof you paid the tax, making it legal for you to own (state law not withstanding).

Barrel length less than 16' OR an overall length of less than 26" makes any rifle a "Short Barreled Rifle" under the NFA.
 
A tax stamp is something needed for weapons like Short barreled shotguns (SBS), short barreled rifles(SBR), full autos, etc.

Basically you need a tax stamp to have one of these; as it is against the law to have a shotgun w/ bbl under 18", a rifle w/ bbl under 16", and a full auto w/o one of these one time stamps.

I'm sure someone else can come in with more knowledge the me on this subject.

A short barreled rifle (SBR) is a rifle with a barrel length of less than 16 inches (40.6 cm) and overall length of less than 26 inches (66.0 cm).

It should be noted that the addition of a shoulder stock of any type to a handgun with a barrel of less than 16 inches constitutes an SBR, and such a modification can only be performed by a class II manufacturer or an individual who has filed and had approved a BATFE form 1 for the manufacture of an NFA regulated weapon.
 
Straight from US Code:

(8) The term ''short-barreled rifle'' means a rifle having one or more barrels less than sixteen
inches in length and any weapon made from a rifle (whether by alteration, modification, or
otherwise) if such weapon, as modified, has an overall length of less than twenty-six inches.

Gun laws are stupid.
