Try putting the front ring on the back. If it's the rings, it will change your poi. Thanks for all the help guys
So today I tried mounting a different scope with rings that were on it which were low rings and unfortunately the low rings had the front and back of the scope bells touching the rail.
So I removed the first scope i had put on the FNAR from its rings and put the other scope which is a redfield revolution and by the way I actually like redfield revolutions I feel their great bang for the buck, got it all set up and went out to shoot.
Sadly this time I ran out of vertical adjustment with more than an inch to go and just barely got the horizontal with a couple clicks to spare.
That tells me it's definitely not the Scopes and it's probably something to do with those rings, also oddly the medium rings that I used both times have the front Bell of the scope this time almost or just barely touching the rail. The rings do not appear to be windage adjustable they are solid on one side so the little dovetail thing that attaches it to the side of the rail only moves on one side and you can only tighten them on one side
I'm not sure why but I think the main issue was the rings I was using somehow not locking down well in that FN AR rail.
Anyway when I mounted medium to high rings and had the scope centered everything worked out and I sighted it in with no problems

I realized that after better looking at the rifle online, seeing it over lapped the barrel. Saying it was factory installed would have been more accurate. These problems are why I carefully check the process from start to finish, using good quality rings, and rails. While installing the rail, if there is any stress, it gets bedded. OP, glad you found the problem! No, it isn't. FNAR receivers are relatively thin aluminum, and the rails are screwed onto them.
On mine (Browning's BAR Hog Stalker version, which had a 2-pice Pic rail but is the same gun under the camo paint), I had a very large sighting error which was somehow fixed by magic. Taking the rail off and putting it back on aligned things correctly and thereafter I was able to sight in as normal.
