Is there an adaptor to use standard scope rings of modern target scopes on the target style scope mounting blocks used on older varment/Target scopes?

Not that I'm aware of.

Anyway, if you are talking about the old Lyman & Unertl 3/4" & 7/8" tube target scopes, they are not designed to handle solid mounting.
And most had the W&E adjustments built into the rear sliding mount.

The gun recoiled and the scope was allowed to slide forward to avoid the high G-force knocking the lens out of the mounts.

They would not stand solid mounting in conventional rings.
Not to mention you would have no W&E adjustments.

It is the reverse. The rifle I am talking about has the target style blocks installed on it, and I want to try to use the blocks to install a modern internal adjustment type scope on it.

Oh!

Well, Ruger used to sell target block 1" rings, and included a set with the #1 single-shot Target/Varmint rifle that came with target block mounts.

Don't know if you could still find any or not.

I also have a friend that just modified a set of air-rifle dovetail scope rings to fit target scope blocks. Don't know all the details though, but he got it to work.
