Shipping through a FFL in WA state

I relocated a couple years ago from another state to Washington state. I left my firearms at my parents when I moved, and would like to have them shipped up here. I was informed by UPS that I would have to have them shipped to a FFL here in Washington, my question is will I have to go through the background check with the FFL here, or will he simply hand them to me when I come to pick them up? I ask about the background check because Im in the midst of an appeal from being wrongfully denied previously of a purchase. There is another individual here who is a felon with the same name as me, but the fingerprints I sent in will surely vindicate me, but the FBI is backed up for three months or more, so I have to wait my turn. Meanwhile, Id like to know what to do about getting my other couple of rifles back into my possession here in WA. The state they'll be shipped from is on the east coast, so driving is pretty much out of the question, especially since my truck gets 10mpg:what:. Thanks for your input fellas

Yes. But there are other ways to get your guns. Since driving is out, you might look for the cheapest plane ticket out there and back. Something along the lines of those $69 tickets from Southwest airlines. You could then ship them to yourself or bring them back on the plane. Also, I always thought using your SSN on the 4473 would help prevent the mix-up that you are currently in.
 
Yes the FFL will have to transfer them to you. I would suggest talking to a local FFL and see if he will hold the guns for you until the mess is cleaned up.

Fly back to your former home,
Pack your guns and ship them YOURSELF via UPS addressed to YOU.
No FFL needed, UPS firearms shipping policies allows this.

Also, I always thought using your SSN on the 4473 would help prevent the mix-up that you are currently in.
Not always. My customers that always get delays get them whether they use their SSN or not.

Ship to myself? I've never heard of that before, how does that process work? Do they check ID when I send it, and check when I receive it? Depending on work schedule, I may fly back after christmas, and just bring with me on the plane, but that limits the number I could bring. As far as providing SSN, I did and it makes NO difference. As a matter of fact from the documentation I ve received from the FBI, they only use your name and physical description, and if that matches a "bad guys", you ll be going through what Im going through, SSN provided or not.

Use These UPS Services for Your Firearm Shipment
UPS accepts packages containing firearms, as defined by Title 18, Chapter 44, and Title 26, Chapter 53 of the United States Code, for transportation from and between licensed importers, licensed manufacturers, licensed dealers, and licensed collectors, as defined in Title 18, Chapter 44 of the United States Code, law enforcement agencies of the United States (or of any department or agency of the United States) and law enforcement agencies of any state or department agency (or political subdivision of any state), and from and between persons not otherwise prohibited from shipping firearms by federal, state or local law and when such shipment complies with all applicable federal, state and local laws applicable to the shipper, recipient and package.


Handguns, as defined by 18 U.S.C. § 921,will be accepted for transportation only via UPS Next Day Air® Early A.M.®, UPS Next Day Air®, or UPS Next Day Air Saver® services. (Note: UPS Express CriticalSM Service is not available for firearms).
UPS accepts firearm parts for shipment, provided the part is not a "firearm" as defined under federal law; the contents of the package cannot be assembled to form a firearm; and the package otherwise complies with federal, state, and local law. (Note: Receivers or frames of a firearm, firearm mufflers and silencers are considered "firearms" and are accepted for transportation only if shipped in accordance with UPS's requirements for shipping firearms.)
UPS does not accept automatic weapons, including machine guns, for shipment.
Firearms, including handguns, and firearm parts are not accepted for shipment internationally.
UPS ReturnsSM Services are not available for packages containing firearms.



Follow These Packing Requirements Packages containing handguns must be separated from other packages being delivered to UPS.
Ammunition cannot be included in packages that contain firearms (including handguns). Ammunition must be shipped in accordance with the UPS Guide for Shipping Ground and Air Hazardous Materials.
Small arms ammunition, as defined in 49 C.F.R. § 173.59, will be transported only when packaged and labeled in compliance with 49 C.F.R. § 172 regarding hazardous materials shipments.
All firearms are to be shipped in new corrugated packaging which meets the UPS Single Wall Box Strength Guidelines. Medium and large UPS boxes may be used for smaller shipments being shipped via UPS Express service.
All firearms are to be packaged in accordance with UPS Packaging Guideline Specifications.



About Documentation and Labeling
The shipper must use Delivery Confirmation Adult Signature Required service for each package containing a firearm, including a handgun, and affix a UPS label requesting an adult signature upon delivery.
The labeling and outer box markings on all firearms shipments should not describe the contents. Labeling must be non-descript including the shipper's and consignee's abbreviated names on the shipping label or air shipping document.



Getting Your Firearm Shipment to UPS You can only ship your package that contains a handgun from UPS daily pickup accounts or through UPS Customer Centers (counters at UPS operational facilities). Note: Handguns are not accepted for shipment through UPS Internet Shipping, UPS Drop Boxes, or UPS On-Call PickupSM, or at The UPS Store® or any third party retailer.
When you are shipping a package that contains a handgun, you must verbally notify the UPS driver or UPS Customer Center clerk.
You can ship a firearm (excluding handguns), from a UPS daily pickup account, UPS On-Call Pickup, One-Time Pickup, or a UPS Customer Center. Note: Firearms are not accepted for shipment through UPS Internet Shipping, UPS Drop Boxes, or at The UPS Store or any third party retailer. See the terms and conditions in the UPS Tariff/Terms and Conditions of Service for information regarding firearm shipments.

1. Pack the guns yourself. Use bubble wrap around the gun and styro peanuts to fill the voids. Never use newspaper (UPS has denied claims due to newspaper not being a suitable packing material- and they are right). If you shake the box like a rabid monkey and can feel movement inside- you didn't do it right.

2. Weigh, measure length, width & height of your box. Go to UPS.com and open an account. Print a shipping label and pay your fees online. Choose "Signature Required" and the level of service you want (Ground, Three Day, etc) ****Address the shipment from you at the shipping address, to yourself at the delivery address.

3. Tape the shipping label to the outside of the box. Avoid the temptation...do not write REALLY EXPENSIVE GUN INSIDE- HANDLE WITH CARE on the outside of the box. Do not use that box with the big green "Remington" on the side either.

4. If shipping a handgun via UPS:
You must ship only through UPS daily pickup accounts or through UPS Customer Centers (counters at UPS operational facilities). You cannot use UPS Internet Shipping, UPS Drop Boxes, or UPS On-Call PickupSM, or at The UPS Store® or any third party retailer. You must verbally notify the UPS driver or UPS Customer Center clerk that you are shipping a handgun. Print out the UPS Firearms Shipping Policy directly from the UPS website and take it with you when you ship a handgun.

If shipping a rifle or shotgun via UPS:
You can ship from a UPS daily pickup account, UPS On-Call Pickup, One-Time Pickup, or a UPS Customer Center. Note: Firearms are not accepted for shipment through UPS Internet Shipping, UPS Drop Boxes, or at The UPS Store or any third party retailer. I recommend calling UPS to come and pick up your boxes (One Time Pickup) You should select that option when printing your labels.

5. WARNING!!!
Federal law allows you (and you only) to ship a firearm to yourself. This means YOU must physically hand the firearm to the UPS clerk, driver etc. If you have your mom do so it does not meet the letter of the law. If you have anyone other than yourself deliver that package to UPS they would be shipping a firearm across state lines in violation of Federal law.

(e) It shall be unlawful for any person knowingly to deliver or cause to be delivered to any common or contract carrier for transportation or shipment in interstate or foreign commerce, to persons other than licensed importers, licensed manufacturers, licensed dealers, or licensed collectors, any package or other container in which there is any firearm or ammunition without written notice to the carrier that such firearm or ammunition is being transported or shipped

My quote is directly from the UPS policy.

I think this is the fifteenth thread this week on shipping guns. Shame that there isn't a sticky on shipping firearms.:rolleyes:
 
18 USC 922(e) is a Federal requirement, not a UPS rule. You may be able to get by UPS with a verbal notification, but I wouldn't want to test the Federal sense of humor by ignoring 18 USC 922(e).

BTW, the Federal rule only affects you if you are shipping to someone OTHER than a licensee. (i.e. sending to a police department, other specially designated recipients OR sending to yourself.)
