Should I buy and build a 10/22?

Um....you mean me? If so, it's a GSG-5 and if you punch it into the search, you'll find a bunch of threads on it. Mine was $465, which is not cheap by any means, but not bad for what I was planning to spend on a 10/22.

That's the GSG-5. It's the hottest little 22 on the market right now and it's harder than heck trying to get one (I've tried!). They go for under $500 unless someone is trying to price gouge you.

A lot of the airsoft and real MP5 items work on it too, like various buttstocks, foregrip units, scope mount platforms, etc.

I've had more fun w/ my 10/22 than just about any other gun. I suggest (like others have) buy the cheapest one you can find and start moding! Have fun!
