Way back in the back of my mind...I'm remembering that there are restrictions on OC spray in California.

What about pepper sprays?


My Sis-In-Law is in need of one...:(

As far as I know, the only restriction is on the size of the container. You should be using less than 4 oz containers. This restriction does not apply to OC kept for use on animals such as bear spray.
You should understand that the California legislature has long ago forgotten logic, dignity, justice and common sense. This is a very unusual place.
You should also understand that virtually no one has ever been prosecuted for a violation of the OC spray container size law or having mags that exceed 10 rounds.
 
OC is legal for a non-LEO to have in CA.
IIRC there is a limit on the size of the OC that a non LEO can have. I think it's 2oz., but I could be wrong.
I'd tell her to check with uniform supply stores in her area. That's where I got mine. The Women's center at the local university sells them too.

California: Pepper spray or tear gas canisters can contain only 2.5 ounces (70 grams) or less.

The California Example
California is an example of a state where pepper spray and tear gas are legal to possess and use, but with numerous legal restrictions. For pepper spray or tear gas to be legally purchased, the canister must have a label that says,

“WARNING: The use of this substance or device for any purpose other than self-defense is a crime under the law. The contents are dangerous--use with care.”

Also, California law limits the maximum legal net weight (amount of contents) of any pepper spray (OC), or tear gas (CS or CN) canister to 2.5 ounces (or 70 grams). Possession of any amount of CR tear gas (or agent) is illegal. (See information about the different types of pepper spray and tear gas agents on the Pepper Spray & Tear Gas FAQ page.)

Under California law, misuse of pepper spray or tear gas in punishable by penalties of up to a $1000 fine and/or up to three years in prison, with a possible felony conviction on your record. Possession of pepper spray or tear gas by minors, drug addicts, or persons convicted of felonies, misdemeanor assault, or misdemeanor misuse of pepper spray or tear gas are prohibited from possessing pepper spray or tear gas.
